2 Killed And 2 Injured When A Jeep Fell Off A Ravine In Buguias, Benguet

Two people died while two others were injured when a jeep fell off a ravine in Baculongan Sur, Buguias, Benguet on Thursday night (July 30). The incident happened in the vicinity of sitio Impugong. The mountain slope where the jeep fell is estimated to measure more or less 100 meters.

Those who died were identified as Mariano Lumiqued Dominguez Sr., a resident of Loo, Buguias and Jay-ar Riquardo of Tabuk City, Kalinga. Riquardo was the driver of the jeep. Those injured were identified as Myrna Bayas Dominguez, also of Loo, Buguias and Jay-ar Bogao Calilao of Conner, Apayao. Myrna Dominguez is the wife of Mariano Dominguez Sr.

Calilao was rushed to the Abatan Lutheran Hospital while Myrna Dominguez was brought to the Baguio General Hospital and Medical Center (BGHMC). One passenger of the jeep who was identified as Jojo Dodong Briones who is from Cervantes, Ilocos Sur escaped the accident unscathed.

According to the Buguias Municipal Police Station, the jeep just came from Poblacion Central, Buguias and was on its way to Abatan, Buguias when the accident occurred. Based on their initial investigation, the incident was caused by a mechanical error. The driver lost control of the jeep which led to it falling off the mountain slope. [Source: Bombo Radyo Baguio]

Igorot Fighter Crowned As The New URCC Bantamweight Champion

If you are a fan of the local mixed martial arts scene,then Jerson Estoro is a name you will be hearing of more often in the coming months or years. Estoro, a fighter who hails from Atok and Kibungan in Benguet captured the URCC bantamweight title from Andrew Benibe last July 25 in an action-packed bout at the Fontana Convention Hall in Clark, Pampanga.

Benibe got the better of Estoro with his takedowns in the early rounds but the latter took control of the fight from the third round until the referee stoppage in the fourth stanza. Estoro utilized his Muay Thai background to pick and land his shots while using footwork to stay away from Benibe's attacks.

Estoro knocked down Benibe in the fourth round. Having seen enough, the referee called a halt to the bout. With the win, Estoro improves his record to 6 wins and three losses. Estoro trains out of Fight Republic, a gym based in China.

Estoro vs. Benibe served as the co-main event for URCC Domination which was headlined by a featherweight showdown between Red Romero and Jian Kai Chee. Romero successfully defended his belt against the Malaysian.

Number Of Soldiers Killed By Rebels In Pinukpuk, Kalinga Rise To 4

The number of government soldiers who perished after getting ambushed by communist guerrillas in the town of Pinukpuk in Kalinga has risen to four when one of those wounded passed away while being treated in the hospital. The name of the fourth fatality has yet to be identified.

It can be recalled that on the evening of July 27, government troops belonging to the 51st Division Reconnaissance Company (DRC) and the 50th Infantry Battalion were attacked by rebels while traversing a road along Allangigan in barangay Apatan in said town. The soldiers were on their way back to their tactical command posts after conducting a bayanihan operation in Poswoy, Balbalan.

The troops were aboard two trucks when an improvised explosive device (IED) was detonated near them. A exchange of gunfire ensued and lasted for around two hours. The soldiers estimated that they may have encountered more or less 30 guerrillas.

One of the soldiers died the moment the IED was detonated. Two were declared dead on arrival when the wounded were rushed to a hospital. The fourth fatality passed away while being treated in the hospital.

Notorious Murder Suspect Arrested By Police Operatives In Baguio City

A fugitive wanted for killing a 13-year-old girl in Bongabon, Nueva Ecija was arrested by police operatives at a bus terminal in Baguio City on Wednesday morning (July 29). The suspect has been identified as Isidro Inting Bulandos. He was cornered by combined members of the Baguio City Police Office (BCPO) and Criminal Investigation and Detection Group (CIDG) within the premises of the Victory Liner bus terminal located in barangay Marcoville.

Last May of this year, Bulandos was charged of molesting and abusing 13-year-old Jaselliet Mae Wakit. Bulandos was a former live-in partner of the victim's grandmother. And on July 3, Bulandos reportedly killed Jaselliet Mae and wounded her two sisters as well as their grandmother in a knife attack. The suspect apparently tried to seek settlement with the family with regards to the molestation charges back in May. The family didn't relent to a settlement. That's when Bulandos allegedly attacked them with a knife. Jaselliet Mae was stabbed sixteen times.

After committing the crime in Bongabon, Bulandos went into hiding. He even reportedly went as far as Mindoro to try and evade the law. Photos of him were also widely circulated online especially on the social networking site Facebook.

A fragmentation grenade was also recovered from Bulandos when he was arrested at the bus terminal in Baguio City. For this, he will be facing a separate case on illegal possession of explosives. The suspect is to be transported soon to Palayan City, Nueva Ecija where he will face the multiple charges lodged against him.

Security Guard In Baguio City Dies After Accidentally Shooting Himself

A 43-year-old security guard in Baguio City died after accidentally shooting himself with an improvised firearm on Wednesday evening (July 29). The victim has been identified as Joven Mat-an Otto, a resident of barangay South Sanitary Camp in the city. 

According to the Baguio City Police Office (BCPO), Otto reported for duty at an establishment located along Paterno Street in South Drive around 10:00 pm on Wednesday. He reportedly proceeded to his post without securing his service firearm from the guard post.

Moments later, a fellow security guard named Ramon Polkiso (of Betag, La Trinidad, Benguet) heard a gunshot coming from Otto's post. He also heard Otto pleading for help through a two-way communication radio. Polkiso called another security guard named Johnson Fernandez and they proceeded to Otto's post. There they found their co-worker bleeding on the floor with a gunshot wound on the right side of his chest. They immediately rushed Otto to the Baguio General Hospital and Medical Center (BGHMC) but he was pronounced dead on arrival by the attending physician, Dr. Christine Lucero.

Police investigators who went to the crime scene recovered an improvised firearm. They are still investigating the case if it was indeed an accidental shooting or if there was foul play involved.

Baguio City Residents Warned Of Fire Extinguisher Scam Modus By 'Unscrupulous Individuals'

The Baguio City Fire Station has released a public advisory informing residents in the city of a modus by some "unscrupulous individuals" who trick people into buying fire extinguishers from them by pretending to be employees or representatives of the Baguio City Fire Station.

Below is a copy of the public advisory:

"Due to the enormous complaints being received by the Baguio City Fire Station concerning the sale of fire extinguishers by some unscrupulous individuals who use the name of the Baguio City Fire Station and who pretend to be members of the same, this office would like to inform the public especially owners of business establishments, boarding houses and the like, that the leadership of the Baguio City Fire Station do not authorize nor in any way allow any person other than the Fire Safety Inspectors of the Baguio City Fire Station to conduct fire safety inspection and/or to require fire extinguishers and other fire protection appliances on business establishments/boarding houses within the City of Baguio.

Under Republic Act 9514 or the Fire Code of the Philippines, only the fire safety inspectors of the Bureau of Fire Protection are the ones authorized to recommend whether a fire extinguisher is due for refilling and has the capacity to determine not only the required number of fire extinguisher in a certain establishment but also the proper selection of the kind of fire extinguisher applicable to a given situation and not the dealer or supplier. This after a fire safety inspection is conducted.

In this regard, we are appealing to the public to be vigilant and know the persons whom they are dealing with by asking for their identification card or by immediately reporting the same to the Baguio City Fire Station with telephone numbers 442-2222/443-7089 and or contact directly the City Fire Marshal with his cell number 0919-994-4147."

3 Soldiers Killed, 12 Others Injured During An Ambush In Pinukpuk, Kalinga

Three soldiers of the Armed Forces of the Philippines (AFP) were killed while twelve others were wounded during an encounter with suspected New Peoples Army (NPA) rebels at Allangigan, Apatan, Pinukpuk, Kalinga on Monday night (July 27).

Troops from the 51st Division Reconnaissance Company (DRC) and the 50th Infantry Battalion of the Philippine army were on their way back to their tactical command posts in Pinukpuk when the attack happened. The troops just came from a bayanihan operation in Poswoy, Balbalan.

According to the information office of the Kalinga Police, the soldiers were aboard two trucks and were traversing a road when an improvised explosive device (IED) detonated and hit the trucks. A firefight ensued which lasted for more or less two hours. The AFP estimates that they may have encountered around 30 armed men.

The three fatalities were identified as:
1. Private First Class (PFC) Bryan Massagan of Lubo, Tanudan, Kalinga
2. Sergeant Benjie Palliw of Pinukpuk, Kalinga
3. Sergeant Daryl Amiling of Lubuagan, Kalinga

1 Man Killed And 1 Injured During A Shooting Incident In Catlubong, Buguias, Benguet

A man was killed while another was injured during a shooting incident that transpired in Bot-oan, Catlubong, Buguias, Benguet on Monday night (July 27). The fatality has been identified as Samuel Nahakey Pattian (55 years old) while the one injured is Ariel Lamsis Pattian (28 years old). Both men are farmers and residents in the area. The two gunmen who attacked them are yet to be identified.

According to Chief Inspector Fernando Botangen of the Buguias Municipal Police Station, the two victims were on their way home after attending a wake when they were attacked on the road between 9:30 and 10:00 pm. Both men incurred multiple gunshot wounds. Ariel was reportedly able to escape the attackers to call for help.

Samuel perished on the site of the incident while Ariel was rushed by responders to the Abatan Lutheran Hospital located in the same town. Ariel was then transferred to the Baguio General Hospital and Medical Center (BGHMC) for further treatment and observation.

Police investigators recovered from the crime scene several shells of a .45 caliber handgun. The investigators are still trying to find out the identity of the perpetrators as well as the motive behind the attack.

The Buguias Municipal Police Station is appealing to people who may have information that can help in solving the case to contact them immediately.

4 People Were Hurt When A Van Fell Off A Ravine Along Kennon Road In Tuba, Benguet

Four people were reportedly injured when the red van they were riding fell off a ravine along a portion of Kennon Road in barangay Twin Peaks in Tuba, Benguet. The Mitsubishi Canter van was being driven by Jessie Estoe with Arjay Zamora, Ben Cabuang, and Zebring Zamora as passengers.

All four were rushed to the Baguio General Hospital and Medical Center (BGHMC). The accident occurred between 1:00 and 2:00 pm on Monday (July 27).

The van reportedly encountered a mechanical trouble causing the driver to lose control of it. The out-of-control van then fell off a 40-meter deep ravine and settled in the river below. Responders composed of policemen, members of 911 On Call: Baguio, and volunteers, rescued the driver and three passengers then rushed them to the BGHMC where they are currently being treated and observed.

Reading Lolita In Tehran, The Runaway Universe, Blind Willow Sleeping Woman (Notes)

I've developed the habit of writing notes and miniature reviews whenever I finish reading a book. Rather than let the notes languish in anonymity inside a USB flash drive, I've decided to publish the notes here in batches.

The Runaway Universe by Donald Goldsmith (2000) - This is a rather dense book. Because it’s filled with scientific terminologies, components of mathematical equations, and other things that can only be understood by a person who possesses at least a basic understanding of astronomy, reading it can be a very difficult exercise. But if you are one who holds fascination over the cosmos, it can be an equally fascinating read.

The Runaway Universe focuses on a particular topic – the discovery by two groups of astronomers that the universe is expanding in an accelerating rate. This is considered as one of the most important discoveries in the field of astronomy. The author also delves deep into sub-topics like the exploits of famous astronomer Edwin Hubble, the dilemma encountered by the great Albert Einstein in his attempts to understand how the cosmos works, how galaxies are formed, and what the future holds for the universe. This is one of those books that will either bore you to death or grip you with interest. Your response to its contents will solely depend on whether you like studying how the universe works or otherwise.

Reading Lolita In Tehran by Azar Nafisi (2004) – While reading this book, I kept on wishing that Nafisi sat at the teacher’s chair in my literature classes back when I was studying at Saint Louis University. Nafisi's passion for literature is infectious. Reading Lolita in Tehran is a masterpiece. It’s a beautiful work of art. Beautiful prose. Beautiful characters. Beautiful backdrop. Beautiful everything. And here’s the most beautiful thing about this book – it’s all true.

Mostly set in the Islamic Republic of Iran, it’s a memoir by a bold and dangerously courageous teacher who secretly gathered some of her students to read banned literature. Nafisi and her students immersed themselves in the worlds created by the likes of Jane Austen, Vladimir Nabokov, Henry James, and F. Scott Fitzgerald. All the while, Iran dug itself deeper into war, turmoil and instability. Reading Lolita in Tehran is a testament to the power of literature to change people and shape the course of their lives. The pen is mightier than the sword, indeed.

Nafisi often trudges down the halls of philosophy as well as she muses about literature. Take for instance the following excerpt from the book: “In his memoir, Speak, Memory, Nabokov describes a watercolor that hung above his bed when he was a young child. It is a landscape, an image of a narrow path disappearing into a forest full of trees. His mother read a story to him about a boy who disappeared one day into the painting above his bed and this became young Vladimir’s wish as he prayed every night. As you imagine us in that room, you must also understand our desire for this dangerous vanishing act. The more we withdraw into our sanctuary, the more we became alienated from our day-to-day life. When I walked down the streets, I asked myself, Are these my people, is this my hometown, am I who I am?

Blind Willow, Sleeping Woman by Haruki Murakami (2006) – Murakami is one of the most influential storytellers to come out of Japan. The man has proven over and over again that he is a master when it comes to knitting together stories that are unquestioningly fresh and memorable. In this collection of twenty-four short stories, Murakami tells tales populated with unique characters that include animated crows and criminal monkeys.

Murakami is a man of dark surprises. You’ll never know what out-of-this-world character will jump at you when you open another page. To describe Murakami as a man with a wild imagination would be quite an understatement. Most of the stories in this collection originally appeared in magazines that publish cutting-edge fiction like Granta, Harper’s, McSweeney’s, The New Yorker, and The Yale Review.

Proposed Ordinance Seeks To Grant Permits For Tricycles In La Trinidad, Benguet

Don't be surprised if you see a tricycle roaring through the streets of La Trinidad, Benguet sometime in the very near future. A proposed ordinance authored by four municipal councilors seeks to grant permits for tricycle operators in the town.

The ordinance is authored by councilor Roderick Awingan. His three co-authors are councilors Joey Jovencio Marrero, Henry Kipas, and Estrella Adeban. The title of the ordinance is, "Granting permit to operate/franchise and regulating the operation of motorized tricycles for hire in the municipality of La Trinidad and providing penalty for violation thereof."

A public hearing for the proposed ordinance is scheduled for July 21, 2015 at the Lednicky Hall of the Municipal Hall along Kilometer 5. Everyone is invited to the public hearing which will be from 1:30 pm to 3:00 pm.

There are already tricycles operating in some areas of La Trinidad especially in barangay Beckel. In fact, tricycle drivers and operators in said barangay have their own association - the Barangay Beckel Tricycle Operator Drivers Association Inc. or BBTODAI. Back in 2013, the La Trinidad municipal council passed a resolution granting 15 franchises to the association.

Initial public response to the proposed ordinance by Awingan was mostly negative. When a copy of the notice of public hearing for the proposed ordinance made its rounds on Facebook, majority of the people commenting and sharing are against it.

Common reasons by citizens for opposing the proposed ordinance include the following:
1) Vehicular traffic will worsen.
2) Taxi and jeepney drivers in the town will experience a decrease in their daily earnings.
3) Tricycles will turn into eye sores which might hurt the town's tourism industry.

Whether you support the proposed ordinance or not, you are encouraged to attend the public hearing tomorrow (July 21) at the Lednicky Hall within the Municipal Hall from 1:30 pm to 3 pm.

Active Philippine Eagle Nest Found In A Forest In Apayao Province

The Philippine Eagle (also known as the monkey-eating eagle or haribon) has been categorized by the International Union for Conservation of Nature (IUCN) as critically endangered. This is the highest risk category assigned for wild species. So it was great news indeed when an expedition by the Philippine Eagle Foundation (PEF) into the forests of Apayao culminated with the discovery of an active nest of the endangered bird in said province.

In a report published on the foundation's website by Jayson Ibanez (PEF Director for Research and Conservation), the discovery of the eagle nest occurred on April 24, 2015. A lone downy chick was found in the nest. The discovery is historic because it's the first active nest ever found within Luzon. It also completely debunks the claim that Philippine Eagles can't thrive in the mountains and forests of Luzon.

Finding the nest wasn't a walk in the park. According to Ibanez, PEF biologists and Isnag research assistants spent around 3,456 hours worth of observation time before they got a break in the form of an eagle carrying a decapitated prey within the town of Calanasan. They tracked and observed the eagle for three days before they were able to find its nest.

PEF biologists and their research assistants have been scouring the skies and forests of Apayao in the summers of four consecutive years. During this time, they've spotted eagles but it was the expedition this year that yielded a nest discovery.

The existence of Philippine Eagles in the province of Apayao has been well-documented in the past. In 1985, government soldiers shot one and wounded another in Calanasan. In three consecutive years (2010, 2011, 2012), the eagles were spotted within Calanasan, Pudtol, and Kabugao. The discovery of an active nest this year is without a doubt a huge leap in the effort to protect and conserve the endangered birds.

Manila's #1 Most Wanted Criminal Arrested At A Jeepney Terminal In Baguio City

Jonathan D. Bassey used to sit on top of the Most Wanted Criminals list of Manila. This ended in the evening of July 14 (Tuesday) when policemen cornered and arrested him at a jeepney terminal located along Kayang Street in Baguio City. Known for his alias Dodong Simbolo, Bassey is wanted in Manila for multiple counts of murder. Manila Mayor Joseph Ejercito Estrada says he's wanted for seven counts of murder. An ABS-CBN News report puts the number as "two cases". Prior to his arrest, a bounty amounting to 200,000 pesos was promised by the Philippine National Police (PNP) to anyone who can help in catching the wanted criminal.

Bassey was able to elude the law for over six years. On August 7, 2007, Bassey allegedly stabbed to death a man named Allan Padilla along Batangas Street in Tondo, Manila. And on December 25, 2008, Bassey was accused of fatally shooting Mark Anthony Allan So along Almeda Street in Tondo. Bassey denied the charges. According to him, in one of the cases, he simply acted in self-defense.

Bassey was arrested through the joint efforts of the Manila Police District and the intelligence unit of the Baguio City Police Office. Police investigators were tipped off by a relative of one of Bassey's victims. Said informant reportedly saw a picture of Bassey on Facebook. Digging deeper, the investigators soon found out that the suspect was indeed hiding in Baguio City. He was finally arrested by the authorities last Tuesday evening.

Advisory By The Office Of Civil Defense Cordillera On What To Do In Case Of Landslides

The Office of the Civil Defense - Cordillera has provided the following public advisory on what to do before, during, and after landslides. Due to its mountainous terrain, residential areas within the Cordillera region are often prone to erosion and landslides. Be guided by these tips.

Before:
1. Monitor the signs of an impending landslide like cracks in concrete floors and walls, leaning trees, poles, and retaining walls, and rumbling sound which increasingly becomes louder.
2. Monitor the daily weather condition and evacuate as soon as possible if your area is landslide prone and experiencing continuous rainfall.
3. Know the location of your evacuation centers and escape routes.

During:
1. When indoors in a landslide area, and there is no time to evacuate, stay inside and hide under a sturdy and stable object like table or desk.
2. When caught outdoors, stay away from the path of the landslide.
3. Go to the nearest higher ground.
4. Run towards the direction of the back of trees or buildings when you see approaching rock and soil.
5. If it is impossible to avoid the landslide, assume fetal position and cover your head.

After:
1. Stay away from the landslide area because secondary landslide may occur.
2. Know if there are casualties or people trapped near landslide areas and report it to proper authorities.
3. Initiate rescue operations if capable.
4. Keep updated regarding latest bulletin on landslide.
5. Check power and water supply lines for damages and remedial works.

July 15 And 17 Have Been Declared As Special Non-Working Day/Regular Holiday In The Cordillera Region

It's going to be a long weekend. The Aquino administration has declared July 15 as a special non-working day in the Cordillera Administrative Region (CAR) and July 17 as a regular holiday nationwide. 

Through Proclamation No. 1056, Malacanang declared the 15th as a special non-working day to give Cordillerans the opportunity to participate in the events and ceremonies that were planned to celebrate the 28th Foundation Anniversary of the region. This year's celebrations carry the theme Conserving the Environment Towards a Cleaner Cordillera. [Read more about the declaration here.]

Early this month, Malacanang also declared July 17 as a regular holiday all over the country in observance of Eid'l Fitr (Feast of Ramadhan). In Proclamation No. 1070, Malacanang said that it's necessary to declare the date as a regular holiday because it brings "the religious and cultural significance of the Eid’l Fitr to the fore of national consciousness".

Sanggol, Sinnepdak And Other Indigenous Igorot Games Featured In The Lang-ay Festival (Video)

The Lang-ay Festival is a month-long celebration in Mountain Province that showcases the province's rich cultural heritage. The celebrations serve as an observance of the province's foundation anniversary which falls on the month of April. Just like previous editions of the festival, this year's celebrations included cultural parades, dances, pageants, agricultural trade fairs, and sport competitions.

Among the highlights of the festival are the competitions featuring Igorot indigenous games like sanggol (arm wrestling) and sinnepdak (wrestling). Huge Parts Of Baguio City, La Trinidad, Sablan, And Tuba To Experience 2-Hour Brownout On July 10

The National Grid Corporation of the Philippines (NGCP) has served a notice of a scheduled shutdown of some of its transmission facilities in the province of Benguet. Due to this, large parts of Baguio City, La Trinidad, Sablan, and Tuba will experience a two-hour power interruption on Friday (July 10) from 8 am to 10 am.

The Benguet Electric Cooperative (BENECO) divulged that the interruption will allow them to fix and replace damaged insulators that were struck by lightning last month. The areas to be affected by the two-hour power interruption are as follows:

1) The whole town of Sablan.
2) The whole town of La Trinidad except Beckel.
3) The whole of Tuba except Camp 4, Camp 3, Camp 1, Twin Peaks, Tabaan Norte, Tabaan Sur, and Ansagan.
4) The whole of Baguio City except parts of Pacdal, Teachers Camp, Gibraltar, Mines View, Pucsusan, Lualhati, Outlook Drive, South Drive, Country Club, Happy Hallow, Lucnab, Military Cut-Off, Green Water, Sta. Escolastica, Camp 8, BGH Compound, San Vicente, Poliwes, Gabriela Silang, Upper and Lower Dagsian, Scout Barrio, Loakan Proper, Loakan Liwanag, Camp 7, Apugan Loakan, Fort Del Pilar, Atok Trail, and Kias.

1 Man Killed And 1 Injured In a Construction Accident In Buyagan, La Trinidad, Benguet

One construction worker died while another was injured when they got buried during an accident at a construction site located in Buyagan, La Trinidad, Benguet on Friday morning (July 3). The men were digging a deep hole when one side of the excavation collapsed burying the men in the process.

People who saw the erosion immediately called for help. The rescue team was composed of members of the La Trinidad police, the La Trinidad fire department, the Benguet Chapter of the Philippine National Red Cross, concerned residents of barangay Buyagan, and other volunteers. The two men were dug out from the excavation and rushed to the nearby Benguet General Hospital (BGH).

According to a post on the Facebook page of the Benguet Chapter of the Philippine National Red Cross, only one of the two construction workers survived. The other one was declared dead on arrival at the hospital. One onlooker theorized that because the excavation is exposed to the elements, the soil around it may have been softened by the rains during the last few days which led to its collapse.

The man who died has been identified as Drilon Pucay from Caliking, Atok, Benguet. The one who was injured is Godfrey Leon from Pudong, Kapangan, Benguet.

July 15 Has Been Declared As A Special Non-Working Holiday In The Cordillera Region

The Cordillera Administrative Region (CAR) will be celebrating its 28th foundation day this coming July 15 (Wednesday). In order to give the people of the region the chance to participate in events and ceremonies that observe the occasion, the Aquino administration has declared the date as a special non-working holiday for CAR. Executive Secretary Paquito N. Ochoa Jr. made the declaration through Proclamation No. 1056.

This year's celebrations carry the theme "Conserving the Environment Towards a Greener Cordillera". It will be hosted by the province of Apayao. Activities will start in July 9 at the town of Luna in said province. Events include a unity gong relay that will pass through all provinces of the region, tree planting activities, a job fair, an agricultural trade fair, a biodiversity exhibit, eco-tours, and forums on environmental governance, environmental biodiversity, and autonomy.

The celebrations will culminate on July 15 with a program and a parade in Luna. Invited to speak on the program is Senator Koko Pimental, a supporter of Cordillera autonomy.

The Cordillera Administrative Region was officially created on July 15, 1987 when then Philippine President Corazon Aquino issued Executive Order 220. The order separated Abra, Benguet and Mountain Province from the Ilocos region and Ifugao and Kalinga-Apayao from the Cagayan Valley to create a new administrative region. Kalinga-Apayao remained as one province until they were split in 1995 through the enactment of Republic Act No. 7878.

CAR now has 6 provinces, 2 cities, and 75 municipalities. The latest census (2010) put the region's population at 1,616,867.

2-Year-Old Child Drowns In An Irrigation Canal In Alfonso Lista, Ifugao

A two-year-old girl drowned after falling into an irrigation canal in barangay Calupaan in Alfonso Lista, Ifugao. The incident occurred in the morning of June 29 (Monday). The child's body was recovered the following day in a portion of the irrigation canal in barangay San Juan in the same town. The girl was identified as Queenie Rose Nuque.

According to Senior Police Officer 4 (SPO4) Cornelio Marawis of the Alfonso Lista police, the victim along with a cousin went to play at the edge of the irrigation canal. A few hours later, only the cousin went home. This prompted the victim's grandmother to seek the help of barangay officials and policemen. The search operation started between 3 and 4 in the afternoon. The search team was composed of Alfonso Lista policemen, personnel from the Bureau of Fire Protection, barangay officials and volunteers.

The search continued through the night and into the following day. The victim was found around 8:30 in the morning of June 30. No signs of foul play were found in the victim's body.

In light of the incident, local officials and policemen are urging residents near the irrigation canal to watch over their children who play on the edge of the irrigation canal.
